  • Ombudsmen’s report calls for urgent review of health and social care for people with learning disabilities

    ophso_logoIn a report laid before Parliament on 23 March 2009 Ann Abraham, Health Service Ombudsman and Jerry White, Local Government Ombudsman, called for an urgent review of health and social care for people with learning disabilities.
    The cases of Mark Cannon, 30; Warren Cox, 30; Edward Hughes, 61; Emma Kemp, 26; Martin Ryan, 43 and Tom Wakefield, 20 and were brought to public attention in Mencap’s 2007 report Death by Indifference.

    Reading about their deaths is a real sad indictment on the state of the current NHS services I hope this will be a landmark turning point and the end of such sorry tales of inadequate services.

  • Commissioning services and support for people with learning disabilities and complex needs

    Following several publiscscihed reports that services for people with learning disabilities have not always worked well the Commission for Social Care Inspection (CSCI), Healthcare Commission and the Mental Health Act Commission have worked jointly to review how well people with learning disabilities and complex needs are being supported by their local services.

    The findings revealed that despite some progress made in some areas there were services who still need to improve.

    NICE have published an update of their guidelines which replaces two earlier documents

    • Guidance on the use of newer (atypical) antipsychotic drugs for the treatment of schizophrenia. NICE technology appraisal guidance 43 (2002)

  • Response to the consultation on the extension and revision of Direct Payments Regulations

    The Health and Social Care Act 2008 extended direct payments to adults who lack the capacity to consent to their receipt.

  • Independent Safeguarding Authority – Vetting & Barring Scheme Delivery Announced

    The ISA’s Vetting and Barring Scheme which replaces  the current List 99, PoCA, PoVA and Disqualification Orders regimes will now take effect from July 2010.

    This will mean that anyone starting or changing a job with vulnerable people will have to first register their details with the ISA and be assessed for suitability. This will also entail paying a one-off registration fee of around £60 by employees.

    Despite reassurances from the government that  protection of “vulnerable members of our society” is at the heart of their policy this embarrassingly delayed start may give some insight as to just how committed they really are. Or am I just being cynical?

  • Making decisions: The Independent Mental Capacity Advocate (IMCA) service

    This is an updated verion of  the previously published document, it has been updated to reflect the requirements of the MCA and MCA DOLS legislation.

    The document sets out the role and responsibilities of the Independent Mental Capacity Advocate (IMCA) under the Mental Capacity Act 2005.

  • The National Mental Health Development Unit

    From 1 April 2009 the national functions of NIMHE will be replaced by the National Mental Health Development Unit (NMHDU).

    This new body will provide national support to implementing mental health policy through its specialist expertise in priority areas, sharing best practice and co-ordinating national activity to support regional and local implementation.

    The ten Strategic Health Authorities will oversee regional and local delivery of mental health services and the work previously undertaken by the NIMHE Regional Development Centres.

  • NMC – Care and respect every time: new guidance for the care of older people

    New guidance is now available from the Nursing & Midwifery Council.

    The guidance is aimed at working nurses, but also has implications for pre- and post- registration education and training, and can be used by employers as a benchmark for delivery.

    Carers and other healthcare professionals will also find this guidance useful and relevant to their work.
